Required Documentation:
-Income for primary customer and all household members 18 years of age or older for the last 3 months/90 days
-Social Security Card for primary customer and all household members
-Picture ID
-Birth Certificate
-Proof of medical condition (documentation signed by a licensed physician or registered nurse practitioner)
-Most recent electric and gas bills 
-Lease

Type of Benefits:
-Electric Utility Assistance  (PIPP customers are not eligible)
-Air Conditioning Unit (if not received in the last 3 years)
-Total Benefit amount cannot exceed:
-Up to $300 for regulated utility customers (Duke and DP&L)
-Up to $500 for unregulated utility customers (ex. City of Lebanon)

Our Franklin site is located at Franklin Area Community Services, 345 S Main St., Franklin, Ohio 45005. HEAP representatives will be available Tuesday and Friday for appointments from 8:30 - 11:00 a.m. and walk-ins start at noon, first come – first served.

Our Lebanon office is located at Warren County Community Services, Inc., 570 North State Route 741, Lebanon, Ohio 45036.


Open Monday, Tuesday, Thursday, & Friday for appointments from 8:30 a.m. – 2:30 p.m.; no walk-ins. Walk-ins are on Wednesdays only from 
8:00 a.m. to 11 a.m. and 1- 2:30 p.m.(closed for lunch); first come - first serve.  (Doors may close early)

Community Meals

Area churches serve free meals through the week. Everyone is welcome! Plaese note that the Franklin First UMC is not serving Monday meals at this time.

First, fourth, and fifth Tuesdays: 4:30 to 5:30 p.m., Franklin First United Methodist Church.

Second and third Tuesdays: 6 p.m., St. Paul Lutheran Church, 500 E. Second St.

Every Wednesday: Box lunch at Vineyard Downtown, 11:30 a.m.

Every Friday: 5 to 6 p.m., First Church of God, 704 S. River St. 

Every Saturday: 12 to 1:30 p.m., Vineyard Downtown, 108 E. Sixth St.

Every Saturday: 6 p.m., 4Life Worship Center, 439 S. Main St., Franklin.
